The Integrated Plan for Water Restoration Strategies Assessment and TMDL control (Southern District)

In order to improve the quality of the river bodies, EPA has been promoting large-scale integration projects since 2001. However, the improvement of water quality in the river basins cannot be achieved in a short time. It was expected that should through continuous management, integration of plans and combined the government & public resources to improve water pollution, increase the ecological environment and recreation space.This project was not only continuing to track the implementation results of the 8 key rivers (Choshui Creek, New Huwei Creek, Beigangxi Creek, Errenxi Creek, Jinshui Creek, Yancheng Creek, Agandixi River and Love River) for further amended the targets and strategies, but also continuing to complete related water pollution remediation work for 10 cities on Southern District (Changhua County, Nantou County, Yunlin County, Chiayi County, Chiayi City, Tainan City, Kaohsiung City, Pingtung County, Taitung County and Penghu County). The plan was aimed at the environmental background of 8 key rivers of Southern District, including the sources of pollution investigation, statistics and actions, tracking water quality and water quality improvement by compare to this year and past 5 years data, and by means of annual inspection, 10 times of water quality and water supplement survey results to identify the key stations of the river pollution sources.This project was proposed remediation strategies on livelihood, animal husbandry, business wastewater separately for implementation reference, which including sewage treatment facilities, sewage interception facilities, business wastewater pollution inspection and enhanced emission standards, promoted livestock and biogas slurry & biogas residue for fertilizer use. The project also through 6 times river pollution remediation meeting as continuous rolling management and consolidate the consensus of river restoration on each city. In addition, this project also completed water quality management & assessment by 18 times of 10 counties site review in the southern district to supervise normal O & M and self-management for the water purification facilities. Based on the effectiveness of each city, the plan was proposed remediation goals and strategies year by year. Furthermore, in order to assist EPA control the performance of environmental protection, the project compiled the implementation results of the national water quality improvement program from 2012 to 2015 and the implementation of the national key wetlands (including basic information, water quality and ecological benefits and public participation, etc.). At the meantime, for the purpose of raising public awareness of the Government's policies on environmental protection and to devote more attention and participation.
